Full Coverage Of Smart Meters In Zhanjiang, Guangdong

At 11:30 am on May 31, Zhu GUI, a villant of Sanjia Village, Xinmin Town, Lianjiang City, announced the "retirement" of the old electricity meter for more than a decade, and the new generation of smart meters officially "came to work", marking the successful end of the replacement work of 2.1 million smart meters in Zhanjiang, one month ahead of the expected goal of full coverage, and the city's users opened a new era of smart electricity.

Investment of more than 900 million yuan, users do not spend a penny
The relevant person in charge of the Zhanjiang Power Supply Bureau told reporters that according to the National Development and Reform Commission's "Guiding Opinions on Promoting the development of smart grid (Development and Reform Operation (2015) No. 1518)", the "13th Five-Year Plan" work deployment of the provincial company and the network, the Zhanjiang Power Supply Bureau has fully started the smart meter rotation work since July 2016, which lasted nearly two years, with an investment of 925.28 million yuan. A total of 2.1 million smart meters were installed in rotation, and 2.28 million low-voltage households were built. On May 31, with the use of Zhugui household smart meters in Sanjia Village, Xinmin Town, Lianjiang City, the bureau 2.3 million smart meters (Note: including newly installed meters) were fully on the job, achieving 100% coverage of smart meters and low-voltage collection, and traditional manual meter reading officially withdrew from the historical stage, taking an important step to realize the intelligent customer service of the power grid.
It is worth mentioning that in this project, Zhanjiang Power Supply Bureau invested a total of more than 900 million yuan, and users can enjoy intelligent electricity without spending a penny.

Use smart meters to enjoy smart homes

What is a smart meter? Chen Danhong, deputy director of the market department of Zhanjiang Power Supply Bureau, introduced that smart meters have stable performance, high reliability, wide range, real-time billing, automatic power failure detection and other advantages, which is an important basis for the future smart home.
The reporter learned that, different from the previous meters, the smart meters replaced by the Guangdong power grid in addition to the measurement function of the basic electricity consumption of the traditional electricity meter, also have the intelligent functions of two-way multiple rate measurement function, client control function, two-way data communication function of a variety of data transmission modes, and anti-theft function.
Residential users can observe the operation of smart meters at any time, and intelligent home electricity management will bring a lot of convenience to life. "The development of smart meters in the future will also be more refined, help customers to save energy and other aspects of exploration and development, which electrical appliances at home the most electricity, how the daily electricity consumption of air conditioning refrigerators, the future of these functions can be realized on smart meters, users can grasp the power consumption of electrical appliances at home in real time, and timely take measures to save electricity." Chen Danhong said.

Automatic acquisition takes the initiative to "fight", so that the new technology really plays a role

Chen Danhong said that "smart grid" is the foundation of smart city construction, and smart meters are an important source of basic data for smart grid. The upgrade and replacement of smart meters has become an indispensable part of the construction and development process of smart cities, and the intelligence of meters is the first step of the "Internet of everything". Smart meters can transmit detailed electricity consumption data of a single household back to the grid at any time, and this goal is supported by a metering automation platform.
"In the past, the manual meter reading technology is not high, but it is time-consuming and labor-intensive, and now with the help of remote reading, the meter reader only needs to sit in front of the computer and click the mouse to complete the batch meter reading and data entry work." At the same time, the smart meter can remotely monitor the working status of each meter, and the abnormal situation such as sudden increase or decrease in load will be timely feedback, so that the staff can find the meter fault in time, and send maintenance personnel to the door to see and solve the problem, thereby reducing the loss to the user." Lianjiang Xinmin power supply director Luo Shunxi said with emotion that after taking the "science and technology express", the phenomenon of wrong copying and missing copying can be fundamentally eliminated, meter reading work will gradually withdraw from the historical stage for a type of work, the main energy of meter readers will gradually transfer to provide customers with quality service and ensure that electricity charges are recovered on time and in full, and further improve the efficiency and level of power supply service.
"After the smart meter is installed, the meter goes faster?" "Will the consumption of the smart meter itself be passed on to the user?" ... For these hot issues of concern to the public, the reporter interviewed the relevant person in charge of Zhanjiang Power Supply Bureau for the general public.
Reporter: After installing a smart meter, why does the meter go faster?
Power Supply Bureau: Compared with mechanical energy meters, smart meters have the advantages of accurate measurement, good load characteristics, low power consumption, and storage and transmission of electrical energy values. If you want to successfully "enter the household", you have to go through the "one school, two inspections, three spot checks" three gateways.
The first level, manufacturer testing. The manufacturer of the energy meter will be in accordance with the national technical standards, before leaving the factory for each energy meter to carry out a strict test, the test is qualified, plus "lead seal", and then delivered to the power supply department.
Second pass, power supply department inspection. After receiving the supply, the power supply department will carry out acceptance test on the energy meter; At the same time, the provincial metering center will also extract a part of the meter for its function and performance for all-round testing, in order to "double insurance" to ensure the quality of the meter. If either party finds that there is a failure to meet the requirements of the testing standard, this batch of goods will be rejected.
Third, the power supply department "strong inspection" and the local quality supervision bureau sampling inspection. This pass is to exclude all possible damage to the interests of customers, which is equivalent to "not letting go of a fish that has slipped through the net." The power supply personnel will check all the energy meters one by one. On this basis, the local quality supervision bureau will also conduct spot checks on the quality of the energy meter to ensure that it is qualified and accurate.
It can be seen that if the electricity meter wants to enter the customer's "home", it has to pass the five passes first, and there is no chance to be adjusted fast. If the user suspects that the meter is going fast, on the one hand, the user can go to the local power supply business hall to apply and invite a third-party quality inspection unit to check the meter, but the user cannot remove the meter by himself. If the meter is qualified, the testing fee shall be paid by the user; On the other hand, users should pay attention to whether there is leakage or stealing electricity in the home.
Reporter: After the installation of smart meters, why is the electricity bill more than before?
Power Supply Bureau: Smart meters are more sensitive than mechanical meters. Smart meters can be used to measure small amounts of electricity in the home. The original mechanical meter runs for a long time, and there will be less electricity counting after aging, and normal metering will be restored after replacing the smart meter, so the electricity bill will increase. For example, electrical appliances consume less power in standby mode, and some mechanical meters can not be measured in the past, but smart meters can accurately record it. Therefore, users should develop a good habit of turning off the lights and power when they go out.
Reporter: Will the meter spin fast beyond the rated current?
Power Supply Bureau: At present, the smart meters used by users are generally marked with 5(80)A or 5(60)A and other current specifications, where the "5" and "10" are not rated current, but the reference electricity that reflects the sensitivity of the meter, and "80" or "60" is the maximum current allowed by the meter. The choice of the capacity and rated current of the smart meter is determined by the size of the city where the user is located, the residential building area and other factors.
According to the provisions of the power supply configuration capacity, the housing with different building areas will be configured with different specifications of the power supply capacity. If the power consumption exceeds the allowable limit of the meter for a long time, the meter will burn, but it will not spin very fast. For users whose electricity capacity does not meet their needs, they can apply for additional capacity in the power supply business hall.
Reporter: Will the consumption of the smart meter itself be passed on to the user?
Power supply Bureau: The power required for the operation of the related functions of smart meters is taken from the grid, and the electricity consumed is borne by the power company and included in the line loss of the power supply company. At the same time, smart meters also have the characteristics of low power consumption, single-phase smart meters used by residential users consume about 1W, which takes about 1000 hours (about 42 days) to consume 1 KWH of electricity.
